Evaluation Report Title: Evaluation of the Justice Partnership and Innovation Program

Recommendation: Building on its strengths, the JPIP should explore opportunities to increase communication and information sharing with and between funding recipients (as an example, through recipients’ meetings), as well as opportunities to leverage the expertise of other groups within the Department.
Rationale for Recommendation: Expanding on the ad hoc recipients’ meeting that the JPIP has held in past could enable the Program to better support and promote additional networking between funded organizations, potentially leading to increased collaboration and partnerships, and increasing organizations’ capacity to build knowledge and awareness of the Justice system.
Collaborating with other stakeholders within the Department could also represent an opportunity for the JPIP to further increase its monitoring of, and responsiveness to emerging and urgent issues, and could represent an opportunity to disseminate information on the funded organizations and projects to the Canadian public, potentially increasing their reach.
Management Response: Programs Branch, Innovations, Analysis and Integration Directorate (IAI) agrees with the recommendation.
Developing a structured plan to ensure regular and ongoing networking and information sharing with recipients will support collaboration and capacity building amongst recipients during the lifecycle of their funding agreements by leveraging the expertise, knowledge and partnership of others working on similar issues. This activity will also support the identification of emerging and urgent priorities across communities in relation to key priority issues, such as access to justice, family violence, Public Legal Education and Information (PLEI) and supporting vulnerable communities. In addition, this activity can help reinforce the need for recipients to consider (when appropriate, depending on the nature of the project) the development of sustainability plans for project continuation upon expiry of JPIP funding.
Increasing the Program’s knowledge of emerging and urgent priorities will support Program planning and monitoring of project funding. To enhance the Program’s responsiveness, JPIP will engage with other groups in the Department to leverage their expertise on key issues.
